[applause] whether it's riverside county, whether it's los angeles, whether it's the central valley, whether it's the san francisco bay area secretary lahood has been responsible. he's been available for phone calls. he's listened to the reasons for projects and he has moved ahead. would you give him a big round of applause please. high gas prices, governor jerry brown and senator dianne feinstein are stepping in to get prices down and relief for businesses and drivers. >> rick of berkeley is filling up in orinda and size the price of gas at the chevron station came as a shock from what he paid a few days ago. >> about four cents, gone up 50 cents so a little on the shocking side. reporter: the price of gasoline has gone up more than 50 crepts in many bay area cities. some california gas prices are now more than a dollar above the national average. the price hike has been blamed on refinery problems in the state. today governor brown stepped in and asked refineries to switch to a winter blend of gas, and that would relief businesses and consumers. >> if it's right, that would have major impact on the price of gasoline. increasing our supply by 8 or 10% be plenty to bring down california prices to the normal relationship to the rest of the country. >> some drivers figure they have no choice but to pay the high prices. >> we live in a state that is very resticktive. costs more to build here, do business here,

on a specific accusation from the senate intel committee chairwoman dianne feinstein, democrat, blaming by name the director of national intelligence, james clapper, for the obama administration's evolving accounts of the benghazi terror attack. speaking to a local tv station, ms. feinstein specifically calls out mr. clapper saying he was the one who put out the talking points used by the executive branch in the days after the attack on our consulate. all the this comes as we learn today about a possible motive, a specific motive for that attack on our consulate in benghazi and how this could all be part of a larger al-qaeda strategy. our chief intelligence correspondent catherine herridge is live with the very latest in washington. catherine? >> reporter: megyn, thank you. two military sources tell fox news that a a the attack may hae been preemptive and specifically the growing cia presence at the annexment al-qaeda is capitalizing on the proliferate proliferate -- this attack on the consulate june 6th with an ied planted in the perimeter wall is described to fox as a probing attack to measur
